Tunisia's people have shaken North Africa.Yemen's people have shaken the Arabian Peninsula.Egypt's people are shaking the world.From Jordan and Palestine to Algeria,the peoples of the Arab world have been the first to rise up during the most severe economic crisis since the 1930s, targeting their governments whose only 'gift' to their people has been repression.Grievances that may have started with students and unemployed youth have spread to the entire working class and to all of society except those beholden to or part of a corrupt, brutal regime. As if by magic, the populations crossed a threshold where they lost all fear. The fear was then in the hearts of their rulers -- and in the hearts and pocketbooks of theses rulers' imperialist overlords in Western Europe and especially in the United States.

This wonderful and unexpected explosion of popular power has its most direct impact on the 360 million people living in the countries known as the Arab world, stretching from Mauritania in Northwest Africa to Oman on the Arabian Peninsula. But it is also an enormous encouragement for all oppressed peoples and all workers worldwide who have seen their rights and their living standards eroded over the past decades and especially since the outbreak of the capitalist economic crisis.

Workers in the United States along with all the African-American, Latino/a, and Native people, immigrants and all progressive people have a special responsibility to the revolutions taking place in North Africa and the Middle East. The U.S. government has been the biggest supporter for the dictatorship of Hosni Mubarak in Egypt and a major if not the biggest supporter of all the repressive regimes in the region. When, in his State of the Union message, President Barack Obama spoke of the U.S.'s alleged role spreading 'democracy,' he pointedly avoided mentioning Egypt.

Washington supplies the guns, the ammunition, the tear gas and the military vehicles that Mubarak has ordered used against the people. It plays the dominant military, diplomatic and economic role in the region, both directly and with its client, the Israeli settler state. The U.S. government has made hypocritical statements verbally supporting the rights of the Egyptian people to protest, but it has for decades supported the autocratic rule of its ally.

Thus it is the responsibility of people in the U.S. to be ready to march, demonstrate, protest in whatever way they can in solidarity with the people of Egypt, Tunisia, Yemen, Jordan and other countries of the region where they are rising up to struggle for an end to dictatorship, for freedom from domination by the imperialists for jobs and for rights. Workers World Party will build this solidarity and will demand that U.S. imperialism keep its hands off Egypt and the Arab world.

Legendary Harold Smith Speaks About Nigeria ‘hidden Agenda’The British really let Nigeria down..


The man Harold Smith is not new in Nigerian history.He is one of the architects of colonial foundation that midwife Nigerian independence in 1960.I met him in a meeting three weeks ago where he opened up a bit about the lingering problem in Africa especially;Nigeria unbalanced protracted social political situations. We asked if he could make this known to the media. His response was “I am in my 80s now; I have agreed but in the past ‘they’ did not want me to say anything, but now I don’t want to go to my grave without telling the truth about the atrocities perpetrated in Africa by the colonialists.Brothers and sisters; on Ben TV last Thursday, Harold Smith was on a program to reveal what went behind the scene before the independence. The Oxford University graduate had this to say about his role in Nigeria pre and after independence era.
Our agenda was to completely exploit Africa. Nigeria was my duty post. When we assessed Nigeria, this was what we found in the southern region; strength, intelligence, determination to succeed, well established history, complex but focused life style, great hope and aspirations… the East is good in business and technology, the west is good in administration and commerce, law and medicine, but it was a pity we planned our agenda to give power “at all cost” to the northerner. They seemed to be submissive and silly of a kind. Our mission was accomplished by destroying the opposition at all fronts. The west led in the fight for the independence, and was punished for asking for freedom. They will not rule Nigeria!


Harold Smith confessed that the Census results were announced before they were counted. Despite seeing vast land with no human but cattle in the north, we still gave the north 55 million instead of 32 Million. This was to be used to maintain their majority votes and future power bid. He stated that the West without Lagos was the most populous in Nigeria at that time but we ignored that. The north was seriously encouraged to go into the military. According to him, they believe that the south may attend western education, but future leaders will always come from military background. Their traditional rulers were to be made influential and super human. The northerners were given accelerated promotions both in the military and civil service to justify their superiority over the south. Everything was to work against the south. We truncated their good plan for their future. “I was very sorry for the A.G; it was a great party too much for African standard. We planned to destroy Awolowo and Azikwe well, the west and the east and sowed a seed of discord among them”. We tricked Azikwe into accepting to be president having known that Balewa will be the main man with power. Awolowo has to go to jail to cripple his genius plans for a greater Nigeria.

However, Harold Smith justified the British agenda of colonialism in Nigeria, which he believed was originally to help build Africa after the ruins of slave trade, but lamented that the British only looked after themselves and not after Nigerian interest. The British really let Nigeria down. When I see Nigerian been accused of fraud and from what I saw on the streets of Lagos; the British were worst fraudsters.

Looking at the northern leaders now he said, “If they have any agenda in Nigeria at all, sadly it is only for the north, and nothing for Nigeria. He stated that the British look after the British people and this is so all over the world. He said the time has come now to see people of intelligent minds with an open and inclusive agenda for all Nigerians in power…people who will really look after Nigerians large population…but ”I still curiously and sorrowfully see now that the British has not let go of Nigeria…her wealth,. her potentials, her future. He opined that the Caucasian people now assert themselves as the keeper of the “New Age” keys. He therefore said that it is only logical for Europeans to maintain their position of power, scientific superiority, economic exploitation, they must continue to perpetuate their lies and falsehoods and this is the most unkindest cut of all in relation to Nigeria situation!

According to him, Nigeria, a great nation was crippled not because of military juntas or corrupt leaders alone but by the British and American fear of Nigeria great future. He confessed, “The fear of the place that will be our ‘dumping ground’ really occupied our minds”.


Some of the things he said were not new to Nigerians or to the whole world but hearing it from the horse’s mouth is quite revealing and established more reality zones. He finally submitted that the colonial masters have caused havoc while they were in Africa, and planted timed bombs when they finally left. What we see since independence, the administration of new internal colonial masters by fellow Nigerians holding sway in power is doing more damage to Nigeria. Instead of detonating the time bombs planted by the British, the north is planting mines.


He added that ‘It was my duty to carry out all of the above and I was loyal to my country. Nigerians should try to be loyal to their country leaders and followers alike. Love your country. You have got the potentials to be great again and the whole world knows this’.

Explaining The Irony Of Nigerians' Religiosity And Their Corruption Notoriety


Perhaps the much publicized finding that Nigeria is “the most religious country in the world” yet the most corrupt represents the trickiest paradox I have ever come across.After all,I realize for sure that all religions irrespective of their ideological differences have more or less similar core values.For instance no religion tolerates corruption let alone promotes it. It is therefore very ironic for a country considered the most religious in Islam and Christianity to be yet rated as one of the most corrupt countries. Admittedly the equation is too tricky to solve.Nevertheless, I reckon that those who classified Nigeria as such must have been carried away by the huge congregations of faithful attending prayers in Nigerian mosques and churches, which exceed what are presently obtained even in Mecca and Vatican respectively. As they were also clearly impressed by the average Nigerians’ attitudes of expressing their religiosity in different ways ranging from display of religious symbols and verbal reference to religion in almost everything. Typical Nigerian houses and automobiles are decorated with religious symbols and quotes.
Though many analysts while addressing such irony castigate Nigerians as inherently insincere and dishonest, I look at it quite differently. I argue that there is a subliminal but dynamic correlation between such odd religiosity phenomenon and bad leadership that bedevils the country. Over the decades, opportunities for dignified living have been steadily declining in Nigeria. One’s prospect of “making it” is determined by the extent of his access to national resources and/or connectivity with those who have that access. Therefore the overwhelming majority of people are left out to wallow in deprivation amid plenty. And it is obvious that in a situation like this whereby a microscopic minority flaunts wealth before the overwhelming majority of poverty-stricken people, mass revolt cannot be ruled out. However “fortunately”, the elite have always been particularly generous to some specific classes of religious, traditional and community leaders, who in turn and as expected use or misuse their influences to forestall any potential threat of revolt.
Religious clerics particularly have proven more useful for the elite in this game, because they claim to offer “spiritual and eternal salvation” to provide consolation to the downtrodden. They preach unconditional submission to the status-quo, claiming that the country’s predicament is not man-made, it is rather predestined by God hence can not be changed save with “prayers”. In fact many of them claim that, the predicament is a divine retribution for the masses’ sins. Many Muslims clerics particularly urge their followers to patiently “pray”, endure their misery and wait for eternal compensation from God in the Hereafter. While, many of their Christian counterparts have forged ahead to promise their followers worldly wealth and temporal success through “miracles”, at monetary costs of course. Both strategies have worked out “well”, as most of the masses have either effectively given up or turned into chasing those promised “miracles”. Religious clerics therefore attract devout followers more than any other public figure in Nigeria today, which explains the steady and phenomenal growth of religious congregations, which was/is mistaken for religiosity by some analysts and observers.
The ruling elite and their cronies realize the importance of this phenomenon for their vested/strategic interests, that is why they lavishly bankroll the clerics’ activities and patronize them. They have built or facilitated the building of mosques or churches everywhere in the country, and most of them are also patrons of various religious organizations in the country. Such lavish patronage has boosted the clerics’ fellowship bases among the masses, who are increasingly going hopeless and naïve hence vulnerable to such clerical manipulations.
The reality is that, this odd religiosity that does not reflect on the statecraft and social interactions between people can never be religiosity in the real sense. For instance In a country where the microscopic and mostly incompetent elite conspire to siphon the national resources and subject the masses to worldly hell with blatant impunity, how can you expect a typical civil servant -no matter how overstuffed with spirituals- to reject petty bribes or work hard for that matter?
After all, over the decades many programs have been introduced in Nigeria in order to reform public attitudes, but they all failed woefully. Programs like Mass Mobilization for Self Reliance, Social Justice and Economic Recovery (MAMSER), National Orientation Agency and lately Rebranding Nigeria among many others had all failed to make any reasonable impact in reforming public attitudes. As a matter of fact even such programs which are religiously-oriented e.g. “Shari’a” based initiatives, like Kano State Societal Reorientation Program i.e.Adadaita Sahu could not stop Kano from becoming the most notorious state in Nigeria in terms of drug abuse as recently confirmed by National Drugs Law Enforcement Agency, NDLEA (Weekly Trust, 12 June 2010), or having the highest divorce rates in Nigeria as confirmed by BAOBAB ; an NGO for women human rights based in Lagos (IPS 25 September 2010).
It is noteworthy therefore that, modern variables have warranted the indispensability of the availability of an enabling socio-political and economic environment for true religiosity to survive and flourish. Such an enabling environment comes to being only when there is a credible and competent political leadership under which the rule of law and culture of reward and punishment prevail. And it is imperative upon everybody to contribute towards the establishment of such system, lest the status-quo persist endlessly.

Know your history, then, may be then you would be able to see who your enemy is.On the 3rd of January 1976, the American Ambassador to Nigeria ,Mr. Donald Easum, brought a letter addressed to the Nigerian Head of State from the United States President Gerald Ford. The same letter was sent to many African leaders.Murtala was furious. Not only did the Federal Military Government take the bold and unprecedented step of releasing President Ford’s letter to the press, it also issued a strong response to it later that evening calling it a “gross insult” and in sum, telling the Americans to go to hell.This event triggered Murtala’s decision to attend the conference and deliver his message to the world.

“Mr. Chairman, when I contemplate the evils of apartheid, my heart bleeds and I am sure the heart of every true blooded African bleeds.” Thus, Murtala opened the powerful and deep moving Africa has come of Age speech. “Rather than join hands with the forces fighting for self-determination and against racism and apartheid, the United States policy makers clearly decided that it was in the best interests of their country to maintain white supremacy and minority regimes in Africa … Africa has come of age. It’s no longer under the orbit of any extra continental power. It should no longer take orders from any country no matter how powerful… gone are the days when Africa will ever bow to the threat of any so-called superpower…” There was thunderous ovation from the Africa Hall and Murtala Muhammed went back to his seat, little knowing that he had exactly 34 days more to live.

Murtala’s forceful delivery of an already tough speech literally grounded the anti MPLA forces. He engaged himself in visiting and lobbying other heads of state to support the MPLA. According to Joe Garba, Murtala daily chalked up in his office the number of the countries Nigeria converted to the MPLA side. Murtala’s support for the MPLA, which not only USA and Britain were fiercely opposing but even the Saudi government was opposing by funding the FNLA, goes a long way to show Murtala’s bold, decisive and patriotic stand on Southern Africa . “Murtala established very forcefully” wrote Patrick Wilmot “that the fight was between African Nationalism, the right of the Blackman to freedom, and Western Imperialism… There was no question of Apartheid South Africa fighting the political red herring of ‘International Communism.’

Murtala was a military leader who did not seize power himself, but was invited, by the coup makers, to lead the Federal Military Government, because of the confidence they had in him being the most suitable to give Nigeria the dynamic, purposeful and efficient leadership it required. Nigerians identified with Murtala because he did what he said he came to do and much more. His bold, assertive, proactive leadership gave Nigerians a sense of belonging, hope and strength in the Nigeria project. Like the twinkle of a star, General Murtala Ramat Muhammed entered and departed the Nigerian, African nay world’s political arena. The impact of his charismatic and dynamic leadership permeates every facet of the Nigerian nation. The name Murtala will be with us forever.Tunji James

Any day now ECOWAS may use force and military actions to unseat Laurent Gbagbo of Ivory Coast. Brothers will kill brothers and sisters will murder sisters. Africans don’t realize that they are one big family. The disorientations created by goods and slave trade, imported religions, colonialism, and decades of unsuccessful self-governance are some of the reasons that Africans continue to misunderstood their common ancestry.

But where was this useless organization called ECOWAS in 1993?
In 1993 Africa was presented with a golden opportunity that could probably have led to the liberation of the continent for all time.

At that time ECOWAS was probably sleeping and OAU was in coma.

In 1993 one tropical gangster called Ibrahim Babangida committed treason in Nigeria. That was not his first time but it was more serious in 1993.

On June 12 1993, millions of Nigerians voted in the best election ever conducted in the history of Nigeria, or perhaps Africa. The Nigerian people voted and the results were rolling in more to the favour of MKO Abiola. When it became evident that Abiola would win, Bashir Tofa (the opponent) was said to have sent him congratulatory messages.

Records have it that as the results were been announced, the prices of goods and services were dropping. There was a tailor who refused to be paid for the services he had rendered. He was so overjoyed that “at last” hope has come to the people.

Nigerian politicians have swallowed Trillions of Dollars in a bid to govern the Nigerian populace in their selfish interest, yet we've not been able to achieve any thing out of the empty promises of the past. The same group of politician who made empty promises in the past are still being employed in the present government to loot from the left over’s they happened to leave in the past. People with ugly and repulsive reputation are still around the sit of power. We expect the best tomorrow, yet tomorrow comes and goes without any expected change. How long shall we wait to be able to change the situation? We have been promised so many things in the past, and there are many promises made each tenure without any expected end. The Nigerian population is more than 300,000,000 both home and abroad. Our population is enough to raise the economy of any country to glory, yet the more we grow in number, the more poverty greets us with it's ugly hands

There are so many countries in the world that are surviving exceptionally from Tax Payers money such as the UK, yet they do exceeding better than us. There economy is reckoned as one of the best economy around the Globe. Switzerland is depending on there GDP to survive as a nation, yet Nigerians run to it for greener pastures. Chinese market is one of the most powerful around the world today, and the glory of which come from the able hands of it's citizens. I will be so happy if I die trying to make a better change for my nation. As old as Nigeria is at the moment, it is supposed to have achieved better than any nation of the world. The country itself stands on top of the greatest mountain of prosperity. It has every thing it takes to prosper. Nigeria as a nation has no excuse to be better than any nation of this world. We have the most vibrant and bustling economy in the world, yet we still go and borrow.

It is better to see heads roll and blood spilled on the streets of Nigeria for Nigeria to be taken into glory. We are highly blessed and favored in every form and shape. We have the greatest educated population in African, if not in the world. Our human and natural resources makes us over qualified to do better than any nation of the world, yet we are always managing. I am not expressing it this way because I am frustrated or poor, but to see a Nigerian polity that is free from the evil intentions of men in power. I am more comfortable than most politicians in Nigeria. I have more than 15 houses in Nigeria alone. I control over 10 cars that work for me in Nigeria apart from my private vehicles. I am not as rich as most people, but I am comfortable. Without blood bath, no nation can walk away freely from wickedness and falsehood. You may doubt me, but this is the truth.

God destroyed Sodom and Gomorrah because of the wickedness and false hood of the people. The same God destroyed the Philistines to get the best out of them. God destroyed the people of Noah to get the best of his generation. Apart from God’s designs and actions over many nations in the Bible, the nations in Africa that are going through strong reforms and transformation are nations that went through bullets and swords. We have countries such as Angola, Rwanda, Congo DRC, South Africa, Liberia etc. In Angola today there is a great reformation. Angola today is more beautiful and powerful than Nigeria, because they went through 17 years of blood bath. Angola today is the BEEHIVE of activities in Africa. Angola today is the largest oil producing country in Africa, then why is Nigeria the giant of Africa? South Africa went through 400 years of blood bath through apartheid, but today the South African economy can compete favorably with any advanced economy in the world. South Africa was able to host the world cup for the first time in Africa, after 16 years out of freedom. Then where comes the name of Nigeria as the giant of Africa.

If I die today and knowing that my death will go a long way to better the life of most people in my country and that of my children, then it doesn't worth keeping it for my selfish interest. I will rather die with my name of mast, than live with my name in the mod. It is very shameful that the things we call achievement are not any way regarded as one outside the Nigerian polity. It is a general believe by every Nigerian that as much as you can count billions in your bank account, then you have fulfilled life to the brim. That is a great lie from hell. All the so called rich people in Nigeria still battle to provide the basic necessities of life to themselves, and yet they regard their selves as being rich. They power their houses with generators that pollutes their atmosphere for health hazards; they flush their toilet with generated from the water from the underneath water of the soil, which if not treated can be of harm to health. They live around mosquito infested community, and yet they claim to be rich. The Nigerian environment alone can cause health havoc. No body is rich in Nigeria.

I am so sorry to say this; we are the most foolish people on planet earth. If fighting to make life meaning will earn me my death, then life is not worth living at all. (PLEASE PASS ACROSS THIS MESSAGE TO AS MANY NIGERIANS YOU CAN REACH OUT TO)

INEC DDC MACHINE :

Zinox alongside Haier Electrical Appliances Corporation of China and Avante of United States were awarded the contracts to supply the machines.
INEC is importing 132,000 machines out of which 120,000 are to be deployed across the polling units in the country.

What they call DDC MACHINE :

A low end Laptop computer with a single core processor,, had a webcam and external Biometric chip..... The market value of the laptop is about $500 but sold to us for $1771.73.

My problem :
Three companies to import a common laptop we can assembly in Nigeria .
If federal Govt realy have the interest of the nation , govt can award the contract to different companies and mandate them to assembly it here why the some of the parts can be imported .

It will save us huge amount of money and create employment and empowerment of the youths.

The Software aspect can be handle by numerous computer scientist roaming on the street in Nigeria . We claimed we are the giant in this and that and we cant think like a human .
Imagine if Chinese or american never exist !.

I dont see anything in data base computer which we cant assembly in Nigeria and write the programme in English , Hausa, Yoruba and Igbo, we carry our data job, give to Chinese thats never speaks English .

500 Nigerian victims of forced prostitution killed in Italy


Research by the Association of Benin City Girls calls for better protection for victims

More than 500 Nigerian girls and women have been killed in Italy in the recent years. They were all victims of human trafficking and forced prostitution, a new research has revealed.

The research carried out by the Association of Benin City Girls, was financed by the Government’s Equal Opportunities Department.

Three Nigerian former victims of human trafficking and forced prostitution conducted the research, headed by Ms. Isoke Aikpitanyi, the founder and spokesperson of the Association of Benin City Girls, the only association of victims and former victims of human trafficking in Italy.

They interviewed more than a thousand new Nigerian victims of human trafficking in Italy.

One of the key findings of the research is that the number of Nigerian girls and women forced into prostitution in Italy continues to grow day by day, but very few manage to find a way out.

Most of the victims are minor children, and they are usually brought to the country upon an agreement to repay a loan which keeps on growing in order to force them into prostitution for a much longer period.

The average amount each victim must pay for her freedom is 80,000 Euros. This in fact forces them to work every day, whether they are sick, have their periods, are pregnant, etc. Whether it’s hot or cold, the girls and women must go out to look for clients.

The research underlines the fact that prostitution is a very complex issue and warns against the common belief that most prostitutes freely decided to become prostitutes.

Even though many of them easily claim that they chose to become prostitutes and enjoy doing it, in reality this is just a mask they’ve learnt to put on to hide the fact that they are convinced there is no way out.
While there may be people who willingly decide to become prostitutes, this research however, shows that none of the victims interviewed chose to become a prostitute.

The research reveals that there are at least 10,000 female pimps (maman) in Italy managing human trafficking and girls and women forced into prostitution.

The exploiters usually hijack children of their victims so as to blackmail them and force them not to rebel. At least 50% of the victims have performed clandestine abortions, the research shows.

All the Nigerian girls who are victims of human trafficking and forced prostitution in Italy are managed by the Nigerian mafia, the research shows. It also reveals that human trafficking and forced prostitution are just two of the many activities carried out by the Nigerian mafia in the country, which Isoke describes as “one of the most dangerous in the world.” She adds that the Nigerian mafia is specialized in human trafficking especially of women and girls for forced prostitution, men for forced labour, organs, drugs, and arms.

The survey also reveals that social assistants find it very difficult to approach victims of human trafficking because they live in isolation and underground. This makes it difficult to help the victims find their way out.

Even though the Government has banned street prostitution, the research shows that there are still some Nigerian girls and women working on the streets. There is an increasing tendency of transporting them from one area to another, depending on where there is a high concentration of clients and less inspection by the police.

It emerges that the public opinion is not informed of the dramatic situations in the Identification and Expulsion Centres where irregular immigrants are taken before being deported from Italy.
The research also shows that deportation of girls forced into prostitution is not a solution at all to their problem.

Even after deportation, the girls are still under the control of their exploiters who do arrange for them to go to new destinations for the same work, or be marginalized if not killed.

A truly worrying finding of this research is that many Nigerian churches and associations in Italy are accomplices of traffickers. The research reveals that some of them actively collaborate with human traffickers while others are aware of their activities but avoid doing something for fear.

The role of former clients in saving victims of forced prostitution also emerges from this research. Most of the prostitutes and victims of human trafficking who escaped from traffickers were assisted by a client or a former client. This is why the research calls for a campaign to inform the clients of the important role they can play in saving the victims of forced prostitution.

The former victims of trafficking should be involved as peer counsellors and social operators in anti-trafficking operations, the research recommends. It also recommends national campaigns to inform the public of the real situation of the victims of human trafficking and forced prostitution.

The research recommends implementation of the recently adopted European norms calling for tougher penalties for traffickers and better protection for victims.

Recognising the important role former victims of human trafficking can play in helping the new victims, the research recommends involving them in a national campaign in Nigeria to inform potential victims of what they risk if trafficked to Europe. It also recommends establishing care homes for the victims where the former victims of human trafficking play key roles in supporting the new victims and working as peer counsellors. This is supported by the fact that many former victims are ready to help the new victims, especially the very young ones.

It is equally important to help the victims re-establish relationships with their families in their home countries, the research suggests, in addition to a national campaign to raise awareness of the Nigerian mafia.

The research recommends simplifying the bureaucratic procedures in order to make it easier for the victims to seek help.

Isoke says that the Association of Benin City Girls receives so many requests for help from victims of forced prostitution, but with limited resources, they find it difficult to help all of them. We’d like to appeal to all public institutions, private companies and individuals to support the Association of Benin City Girls and all other similar associations helping the victims. People in need of help to save their lives should never find doors closed.

African Immigrants in Italy: A shadow of ethnic cleansing?
"To give a dog a bad name in order to hang it has become synonymous to the plight of African immigrants in Italy. The Italian government under Prime Minister Silvio Berlusconi, and his Interior Minister, Roberto Maroni have been accused of exploiting and inciting xenophobia and racism. Africans live in a war zone without protection.
Politicians have contributed in creating an atmosphere of fear, by blaming African migrants for every thing wrong with Italy- a propaganda that has rallied street vigilantes against African immigrants, and brought about racial-based violence and counter violent protests in Southern Italy. Reuters has described the events as "some of the worst racial violence in Italy since World War Two" when Italy allied with the Nazis.

According to Italian immigration laws, refugees without proper resident documentation can be locked up for six months. Illegal immigration can be punished by a fine of up to €10,000 and immigrants must pay €200 for an application for a residency permit. In addition, the new law requires that teachers, officials and sanitary personnel reject illegal immigrants, and it threatens landlords with prison who provide them [African immigrants] with housing.

The laws also legalize the introduction of civilian militias [vigilantes] to supplement the systematic use of soldiers to patrol city centers".
